The Olson Group, Ltd. (OGL) was contracted by the Delaware River and Bay Authority to develop the Airport Emergency Plan (AEP) for New Castle Airport. Following the methodology and guidance in CPG 101 and 201, as well as guidance from the Federal Aviation Administration, OGL developed the AEP modelled after the comprehensive emergency management plan concept, including the conduct and analysis of a Hazard and Vulnerability Assessment (HVA). The resulting plan and its annexes positioned Hazard Mitigation as a key element to the planning. The plan was one of the first to receive FAA approval.
