New Castle County, DE Comprehensive Emergency Management Plan

The Olson Group, Ltd. (OGL) conducted an initial gap analysis of the Comprehensive Emergency Management Plan (CEMP) for New Castle County. As part of the process, OGL made recommendations for re-defining not only the plan, but the emergency management structure and organization for operations. Based on the initial project, OGL was contracted to rewrite the CEMP, incorporating the recommendations of the analysis, which included better definition and guidance for hazard mitigation and recovery.  As further testament to the trust and working relationship with New Castle County, OGL received a third contract to develop the functional and hazard specific annexes for the CEMP.  The CEMP, and all annexes developed have a strong hazard mitigation component that has aided in the update of the Local Mitigation Strategy for New Castle County.
