Meghan Geoffrion is an accomplished emergency management and homeland security professional. She applies a comprehensive, all-hazards approach to developing, exercising, and executing tactics, operational plans, and strategies that prioritize the resilience and safety of whole communities. Meghan also has experience managing FEMA preparedness grants and ensuring compliance with federal grant guidelines.
Meghan leads a diverse portfolio of emergency management projects, overseeing the planning, design, execution, and evaluation of high-impact exercises, coordinating all aspects of project delivery from initial concept through after-action reviews. Her expertise extends to facilitating planning meetings, developing exercise materials, managing staffing and resource needs, and ensuring timely project completion. Meghan excels at conducting complex, data-driven planning efforts, including Threat and Hazard Identification and Risk Assessments (THIRA) and State Preparedness Reports (SPR), as well as workshops to identify and address resource gaps for event planning. She has been integral to the design and execution of exercises addressing a wide variety of threats and hazards, improving community-wide preparedness and response capabilities.
Megan previously served as the Emergency Management Coordinator for the City of Manchester, New Hampshire, where she managed the city’s response to the COVID-19 pandemic and other major events and incidents. Prior to her service to Manchester, Meghan served as the Training & Exercise Supervisor for the New Hampshire Division of Homeland Security and Emergency Management where she designed and evaluated exercises, coordinated training courses for diverse audiences, and ensured compliance with FEMA and NIMS standards.
