Meghan E. Hutchinson is the Senior Associate for Radiological Emergency Preparedness (REP) at The Olson Group, Ltd., and a subject matter expert on REP and response. Ms. Hutchinson is a skilled facilitator, having moderated meetings with government and industry participants from all levels of their respective enterprises.
Ms. Hutchinson has extensive experience with REP in public and private sector arenas. She worked extensively with political leaders, policymakers, industry leaders, first responders, industry employees, and governmental and industry partners to build and enhance REP programs at the Federal, State, and Local levels.
As REP State Agency Coordinator for the West Virginia Division of Homeland Security and Emergency Management Division, she was directly responsible for managing all REP programs for the State of West Virginia, including:
- overall program research and development;
- employee education and management;
- training plan development, implementation, and documentation;
- exercise development and execution; and
- regulatory compliance, integration, and performance.
Ms. Hutchinson has provided her expertise in the emergency management and homeland security disciplines to several Federal, state, and local government, private, and non-profit agencies and entities. She has worked to enhance preparedness and response by developing, conducting, participating in, and reviewing exercises, training plans, and planning efforts. Ms. Hutchinson has served in various response roles during natural, human-caused, and technological disasters, including supporting the COVID-19 pandemic and other health-focused operations, Hurricane Florence, terroristic threats against hospitals in West Virginia, and numerous different severe weather and flooding events.
Ms. Hutchinson holds her WV Emergency Manager Level 3 certification, Hazardous Materials Technician: Radiation Specialist certification, is a Certified Emergency Manager from IAEM, a certified Radiological Instructor through the Center for Domestic Preparedness, part of the National Domestic Preparedness Consortium, and various other certifications obtained through FEMA’s EMI, CDP, and CHDS, including completion of the Radiological Emergency Preparedness Leadership Program, The Center for Rad/Nuclear Training, and various other emergency management and homeland security training facilities. She is a lifetime member of Omicron Sigma Sigma, Omega Nu Lambda, and was recognized by WV Governor Jim Justice in 2018 for her role in response to Hurricane Florence.
