Steve Kral

Biography

Steve Kral is OGL’s vice president of federal business development, drawing on expertise in emergency management (preparedness, response, recovery, and mitigation), public safety, and homeland security.  Mr. Kral has over 25 years of program/project management experience in the private and public sectors.

Mr. Kral has led the growth and expansion of a number of emergency management practice units. He has captured and managed state-level emergency management contracts to assist public safety agencies with effective preparedness and resiliency approaches.  Mr. Kral has served as an emergency management advisor to jurisdictional executive leadership, working closely with agencies and whole community stakeholders to collectively prepare cities, counties, and states to protect, prevent, mitigate, respond to, and recover from natural, adversarial, and technological emergencies. He has developed state response and recovery systems and, in large disasters, contributed to federal response and recovery operations. Mr. Kral has also directed analytical and strategic planning projects for various Federal, state, and local public safety clients. He has developed path-breaking work in assessing community resiliency, all-hazards planning, and the assessment/evaluation of specific homeland security and emergency management programs.  Mr. Kral is a facilitative leader with experience in consensus building and change management and he maintains strong and lasting professional relationships with Federal, State, and local emergency management and homeland security officials. He brings extensive experience writing grants, testimony, strategy plans, legislative bills, and rules and regulations.  Since the passing of the Bipartisan Infrastructure Law in 2022, Mr. Kral has been working with State and local governments in the pursuit of various Federal grants to assist with financial shortfalls and funding for various infrastructure.
